KOOP's first broadcast went out over 91.7 in 1994, from a station its own listeners own: the Texas Educational Broadcasting Cooperative, licensed by the FCC as a non-commercial co-operative rather than run by a university or a foundation. The frequency is shared — KOOP holds the daylight hours, nine to seven on weekdays, and the University of Texas student station takes the night — so the grid is compressed and every hour on it is spoken for. The studios themselves run on solar power.
Around eighty programs cover that week: Strictly Bluegrass, Fais Do-Do for Cajun and zydeco, The Africa Express working through Afrobeat and Afro-pop, Hip Hop Hooray, Search and Destroy for punk, The Jazz Show. KOOP also publishes a glossary defining every genre it uses, acid house to Americana, with each definition pointing at the shows that actually play it.
